Temporary or permanent relocation
Sometimes tenants may need to move out of their home while we carry out essential repairs or improvements, or if the home is no longer safe to live in.
This page explains when this may happen, what support is available and what tenants can expect.
When a tenant may need to move
We will only ask a tenant to move out if it is needed for their safety, or so essential work can be carried out safely.
This may happen if:
- the home becomes unsafe because of fire, flood or structural damage
- there are serious hazards, such as gas leaks, electrical faults, or loss of heating or water
- there is significant damp and mould affecting health
- major repairs or improvement works need the home to be empty
In an emergency, a tenant may need to move quickly, sometimes within 24 hours.
Temporary relocation
Temporary relocation means moving out for a short time and returning home once the work is complete.
We will explain why the move is needed, what accommodation is available and how long the move is expected to last.
Permanent relocation
In some cases, a tenant may need to move permanently. This could happen because of demolition, regeneration or where the home can no longer be lived in.
If this happens, we will:
- fully consult with the tenant
- give priority for rehousing where appropriate
- help find a suitable new home
What happens before a move
Before asking a tenant to move, we will:
- inspect the home and assess any safety risks
- look at all options to avoid moving the tenant where possible
- talk to the tenant about their situation and needs
We will consider things like:
- household size and who needs accommodation
- health conditions or accessibility needs
- work, school and caring responsibilities
- support networks and preferred locations
Choosing alternative accommodation
The tenant can choose whether to:
- move into accommodation we provide
- stay with family or friends
- stay in their home, if it is safe to do so
If a tenant chooses to stay, we will explain any risks clearly.
If they change their mind later, we will still consider their situation and try to help.
What temporary accommodation may be like
We will offer accommodation that is:
- safe and fit to live in
- suitable for the household size
- appropriate for the length of stay
- chosen with the tenant’s needs in mind, such as work, school, healthcare and family links
This could include:
- another social housing property
- a private rented property
- a hotel or similar accommodation for short stays
Temporary accommodation will include basic essentials, such as flooring and window coverings.
Costs and support
If a tenant needs to move because work cannot be carried out safely while they stay in their home, we will cover reasonable costs linked to the move.
This may include:
- temporary accommodation costs
- reasonable removal and storage costs
- utility connection or disconnection charges
- council tax, where this applies
- essential travel costs
Tenants will usually still need to pay rent on their main home. We will explain this clearly and advise on any support that may be available.
Extra help may be available in exceptional circumstances.
Belongings
Tenants may be able to leave belongings in their home, but this is at their own risk.
Where needed, we can help arrange secure storage. We will also take a record of the home and its contents before work starts.
Support while away from home
A dedicated Housing Officer will support the tenant throughout the process.
We will:
- keep the tenant updated on the progress of the work
- provide a named contact for questions
- offer support based on the tenant’s needs
- help the tenant stay connected to work, school, healthcare and their community
During temporary accommodation
While a tenant is in temporary accommodation, we will:
- keep in regular contact
- agree how often updates should be provided
- explain any delays or changes as soon as possible
The tenant may need to:
- continue paying rent on their main home
- update their address with relevant services, such as TV licence or post
Moving back home
Before a tenant returns home, we will:
- check the home is safe and the work is complete
- test utilities and make sure everything is working
- carry out a final inspection with the tenant
We will also:
- arrange the move back
- help reconnect appliances where needed
- check in with the tenant after they return home
If a tenant cannot return home
If a tenant needs to move permanently, they may be entitled to:
- help with moving costs
- disturbance payments
- other financial support, depending on their situation
